This PR adds a basic CI to cuDecomp to sanity check compilation and enforce style guidelines. This CI does not include functionality tests which require GPU-equipped runners. I will explore this as an update in the future.
The current compilation checks include recent and old NVHPC SDK versions to get coverage across a wide band of software versions.
As part of this PR, I ran the code through
clang-formatto resolve existing formatting errors to get the new tests to pass.
